A pandemic is like life. It happens to us all. But many people, like many countries, do not always have their action plans thoroughly thought through before tackling the challenges.
A common thread in dealing with life the way better coordinated national governments have dealt with the pandemic is to have and flawlessly execute a plan that carefully zones out noise.
